How approved education providers meet the AZAV documentation requirements for certificates of attendance without administrative effort at every inspection by the certification body.

The German Accreditation and Approval Ordinance for Employment Promotion (Akkreditierungs- und Zulassungsverordnung Arbeitsförderung, AZAV) has regulated since 2012, based on Section 184 of the German Social Code Book III (SGB III), the conditions under which education providers may offer programs funded by the Federal Employment Agency (Bundesagentur für Arbeit) or job centers. This applies to continuing education, retraining and coaching programs as well as many other funded qualification offerings.
For certificates of attendance, the AZAV starts with the contracts concluded with participants: According to Section 2 (5) AZAV, these contracts should stipulate that a certificate of attendance containing the following information is handed out after the program has been completed:
This requirement is not a formality. It is regularly reviewed by certification bodies (fachkundige Stellen) such as TÜV companies, DEKRA or CERTQUA as part of the provider approval, both during the initial approval and during recurring surveillance audits. In addition, the employment agency can check during its quality inspections whether the certificates are issued correctly in day-to-day operations. This affects all providers that offer retraining, continuing education or coaching programs funded by the Federal Employment Agency or job centers, regardless of the size of the provider or the number of locations. Many education providers still create certificates of attendance manually in Word or as a PDF for each person. For small programs, this may work. As soon as several courses run in parallel or a provider operates multiple locations, typical weak points emerge:
This last point in particular becomes a bottleneck in practice. When records are spread across multiple folders, email inboxes and Excel lists, preparing for an audit takes a disproportionate amount of time that is then missing elsewhere in the provider’s daily work. This is especially noticeable for providers that run several programs per year and have to start from scratch with every cohort instead of relying on a uniform, centrally maintained process.
Digital certificates of attendance solve this problem without changing the content requirements of the AZAV. With Virtualbadge.io, education providers create a template once that permanently contains all mandatory fields such as content, duration and objective of the program. In addition, every issued certificate receives its own validation page with a QR code, through which the record can be clearly confirmed at any time, even years after the program has ended.

For education providers in the funded sector, three points are particularly relevant:
This shifts the record from a paper snapshot to a digital proof that can be verified at any time and that still exists even when the participant deleted the email or PDF long ago.

The switch from paper to digital records can be embedded into existing workflows without restructuring a provider’s administration. In practice, it looks like this:
Providers with multiple locations or several programs running at the same time benefit in particular, because issuance is managed centrally, even if individual courses are delivered locally.
A practical example: A retraining program with 25 participants ends on a Friday. Instead of creating and sending 25 individual documents the following Monday, the responsible administrator uploads the participant list once and sends all certificates in a single step. The mandatory information comes from the reviewed template, while individual values such as the attendance period come from the list. Anyone who leaves the program early, for example because they start a new job, receives a certificate with the actual attendance period in the same way.

For AZAV-approved programs, certificates of attendance are not a by-product but a subject of audits. Providers that issue them digitally, completely and traceably at any time not only reduce administrative effort in daily operations but also approach the next audit by the certification body and every inspection by the employment agency with more confidence.
Virtualbadge.io can be implemented within a few days, including templates with all mandatory information and bulk sending based on your existing participant records. Book a free demo and see how easily certificates of attendance in accordance with Section 2 (5) AZAV can be issued in the future.
